In issuing the ruling, the FCC cited several recent cases where callers using Internet phone services had problems reaching 911 emergency service centers, or 911 centers were unable to identify the calling phone's location.

This allows carriers to pinpoint which emergency routing service agreements they need to establish for each of their service offerings. Once a service provider establishes agreements with the appropriate Local Exchange Carriers, provisioning new customers becomes a simple matter of determining the servicing rate center and configuring the customer's phone service to route to the proper PSAP.
