Tarrant County, TX Appraisal and 9-1-1 Districts Deploy Pictometry

ROCHESTER, NY - October 25, 2005 - Pictometry International Corp., the worldwide leader in digital, aerial oblique imagery and measuring software announced today that the Tarrant County, TX Appraisal District and the county 9-1-1 District have co-funded the purchase of the company's visual information system.
One of the fastest growing counties in the nation, Tarrant County has an estimated population of over 1.5 million residents (US Census 2003) and is located in north central Texas.
The Appraisal District is responsible for the valuation of over 650,000 parcels in the county's 863 square miles. Chief Appraiser and Executive Director John R. Marshall notes that the Pictometry oblique aerial photos and measuring software are actively utilized in the District's Discovery and Appeals processes. Marshall says that the verification of property location and comparison of similar properties is an invaluable tool for appraisers in the office. "Discovery of structures in unincorporated areas, where building permits are not issued, has also been a great use for Pictometry," explained Marshall. When a property owner appeals the valuation of a property, images can be projected in the hearing room for all to view. "The ability to quickly project the Pictometry image of the subject property on the screen for the owner and Appraisal Review Board to see along with the overall neighborhood and comparable properties is quite dramatic," said Marshall. "It has shortened many discussions because photos reveal what is actually being discussed."
Pictometry's industry leading software enables users to easily access up to 12 different oblique (at an angle) views of any property, building, highway, or other feature in a county. The software also enables users to obtain measurements such as distance, height, elevation, and area directly from the oblique imagery as well as insert GIS content and other data.
The Tarrant County 9-1-1 District handles approximately 2 million calls on an annual basis at 46 Public Safety Answering Points (PSAPs). 9-1-1 Executive Director Bill Munn, Ph.D., says that Pictometry has tremendous potential for helping participating county agencies shorten their response times to incidents through the use of the high-resolution, georeferenced images. "We have found Pictometry's images and software features valuable in identifying entrances to structures, driveways, and roads that might not otherwise be visible, and additions to structures that might indicate a second entrance or added-on storage," said Munn. "The latter features may be useful, indeed critical, in the future for hazardous material incidents or potentially violent law enforcement situations."
