Turnkey Support for CAP Information May Accelerate Adoption of RMSG

SANTA BARBARA, Calif - Oct. 13, 2005--Roaming Messenger(R) (OTCBB:RMSG), the provider of a breakthrough mobile messaging platform, reported today that its membership in the Washington D.C. based industry group, COMCARE Alliance, appears ready to bear fruit.

COMCARE Alliance is a non-profit emergency communications group working to encourage the deployment of life-saving wireless communications networks and technologies that will more efficiently connect America's mobile public to emergency agencies. One of COMCARE's recent initiatives has been to help the Department of Homeland Security write open standards for emergency communications.

In comments reported earlier this week(a), David Aylward, director of COMCARE, noted, "After Katrina hit, there was no (common communications) system left in place that was still operating." The communication systems, fractured at the hardware, software and message format level, made it very difficult for responders in the field to receive necessary information about what was happening.

To solve this, COMCARE has been working with other standards consortium to create a universal message format for emergency warnings and alerts. This universal format is known as the Common Alerting Protocol or CAP.

Natural disasters and terror threats globally continue to drive the heightened interest in making sure that emergency workers get the communications hardware and software they need to do their job. With CNN reporting that the FCC is now demanding that emergency responders be supplied with new communications equipment, new and updated emergency management systems will most likely be CAP compliant.

"This is great news for Roaming Messenger," said Jon Lei, CEO of RMSG. "We have been involved in various CAP-related demonstrations with COMCARE and other system integrators. By having full support for the CAP standard, a lot of systems will be able to easily integrate Roaming Messenger as a turnkey delivery system for their emergency and time-critical communications to people in the field. CAP information encapsulated in our messengers will be instantly made interactive, dynamic, secured and GPS location based. We believe that the CAP standard is going to be a great launchpad for us to spur adoption in the Homeland Security and Emergency Response markets."
